An election marathon day … and the legislative “kitchen” to end on Friday

Akram Hamdan wrote in “Nidaa Al-Watan”:

The winds of the session for the election of members of the parliamentary committees did not come during the day of yesterday’s marathon, as the representatives’ boats, or some of them at different levels, wanted, which prompted the speaker Nabih Berri to set a new date. Friday afternoon to complete the election process for the members of the 16 parliamentary committees and then the election of the chairmen and rapporteurs of these committees, which seem to be subject to a voting process if no consensus is reached among the members of the deputies, even by the same team, alliance or understanding.

At yesterday’s session, dedicated to the election of members of the parliamentary committees, during the two rounds of morning and evening, the process of electing 14 members out of 16 was witnessed, and the health and education committees remained, as the continuous efforts to understand Berri’s success came out successfully. marking the victory of five committees with acclamation in the morning, which are: Foreign Affairs Committees: “Media and Communication”, “Youth and Sports”, “Human Rights” and “Women and Children”, while the session opened with the process of electing the members of the commissions “Administration and Justice” and “Finance and Budget”, which lasted for hours, based on the competition process and the large number of candidates for membership in these two main commissions.

The evening session of the session, which was increased from three to six for rest and lunch, also marked an acclaimed victory for four committees: “Agriculture and Tourism”, “Environment”, “Displaced” and “Information Technology” and witnessed the election of three commissions: “Interior and Defense”. The municipalities, “Public Works, Energy and Water” and “Economy and Trade” have 12 members, while 22 deputies were nominated for this membership.

In addition to the profit and loss accounts that can be recorded here and there, the following entries can be recorded:

First: The election process for commission membership is not the first in the history of parliament and will not be the last. Similar processes took place in 1996 and 2005, but it was not long before it became clear that consensus is the strongest. easy. and easier to perform this process.

Second: Parliamentary representation and participation from different blocs and orientations is distributed in all committees, even in different sizes, and the desires of some for membership in some committees are not fulfilled in preparation for the achievement of the presidency or rapporteur.

Third: The session proved once again that there is no permanent majority in the Parliament 2022 and that some deputies, especially the deputies of the “Forces of Change”, need more realism in behaving under the dome of the Assembly.

Fourth: Four MPs were absent from the session with justification: Ghassan Hasbani, Wael Abu Faour, George Okeis and Ashraf Rifi, while MPs Taymour Jumblatt, Ziad Hawat and Pierre Bou Assi were absent without justification.

Fifth: The session was not without sharp political stances and debates in the background of the request of MP Paula Yacoubian to turn the session into a session to discuss the issue of Israeli oil exploration within line 29 and to go to pass the proposed law accelerated that defines maritime borders and protects national wealth.

That prompted Speaker Barry to reveal that US mediator Amos Hochstein would visit Lebanon on Sunday or Monday.

And the issue did not end there, but continued with a response to Berri to Yacoubian’s words, in which she said that Berri refused to hold a legislative hearing for that purpose. We want to talk about her, not about her sand, like that of her husband. , her husband is our friend. AB Legislation says there is no legislation in the election session, there seem to be people coming to the council to see.

And Paula commented on Barry’s words as unacceptable and flawed.

Sixth: The session recorded more than one debate station, whose stars were representatives of the “change”, especially Firas Hamdan and Charbel Massad, against the background of the nomination and naming mechanism, which required the intervention and responses of the Deputy. -The Chairman of the Council, Elias Bou Saab and the two representatives, Salim Aoun and Ali Hassan Khalil, who addressed the representative Firas Hamdan saying “My son”, the latter responded by saying: “I am not your son. I am your colleague. “

Seventh: Differentiation in performance and proposals began to crystallize among the new representatives through what was proposed, for example, by Representative Waddah Sadic in connection with his proposal to form two committees.

Eighth: The results of the session showed that the electoral process and its mechanisms within the council require constitutional changes and changes in the internal system to solve a number of problems in the way of voting, counting and others.

Ninth and finally, it should be remembered that the electoral process that took place and has not yet been completed, will be subject to review and scrutiny after about five months, ie at the beginning of the October session of the House of Representatives and the resumption of parliamentary committee elections. its permanent in accordance with constitutional principles and then it becomes clear whether the battles fought have been for the purpose of work and productivity or for the registration of posts, and the deputies, especially the new ones, will be. under the microscope of public opinion.

At the end, and despite the tense atmosphere that accompanied the session, the Chairman of the Council had some glances that softened the atmosphere, between which he left the hall and handed over the chairmanship of the session to his deputy, Elias Bou Saab. .. Then he returned to the hall and took the presidential podium and stood behind the chair for a few minutes without noticing this.
