The Bureau of Legislation and Opinion published the system of monitoring, licensing and supervision of dogs within the boundaries of the Greater Municipality of Aman for 2022, issued in accordance with point (26) of paragraph (a) of Article (13) and paragraph (a) ). ) of article (35) of the Law of the Municipality of Aman i Madh no. (18) for the year 2021

Article 1: – This system is called (system of monitoring, licensing and supervision of dogs within the boundaries of the Greater Municipality of Aman for 2022) and will enter into force from the date of publication in the Official Gazette.

Article 2: The following words and phrases, wherever mentioned in this system, shall have the meanings given below, unless the context otherwise indicates.

1- Law: Law of the Municipality of Aman no. (18) in 2021.

2- Secretariat: Municipality of Aman i Madh.

3- Council: The Council of the Municipality of Greater Amani or the temporary committee of the Municipality of Greater Amani formed in accordance with the provisions of the law.

4- Secretary: The Mayor of Aman or the head of the Municipal Committee of Aman.

5- City Manager: The city manager in the Municipality of Aman i Madh.

6- Department: Department of vector control and animal care.

7- Director: Director of the Department of Vector Control and Animal Welfare.

8- System: System for monitoring, licensing and supervision of dogs within the boundaries of the Municipality of Amani Madh.

9- Dog owner: The person who has a dog or dog is under his supervision.

10- Care Center: These are the places associated with the Municipality of Aman that are designated to keep dogs.

11- Owned dog: It is a licensed dog with a collar or any other means of identification on the neck.

12- Stray dog: It is a dog that is found in public places and does not wear a collar on the neck.

13- Wild dog: a dog that attacks, chases or intimidates passers-by.

14- Rabies or rabies: It is a viral disease common between humans and animals.

15- Ownership permit: a document issued by the department that proves that the dog has met the required licensing conditions.

16- Public places: locations within the boundaries of the areas of the Municipality of Aman i Madh that are used by the public, such as (roads, parks, gardens, public facilities), which can be considered places for the presence of disease vectors.

17- Competent Authority: Are the competent security agencies for maintaining security in the field of environment and health.

Article 3: – No person is allowed to own a dog within the boundaries of trust zones, unless he is licensed and has a collar around his neck or any other approved identification device.

Article 4: Any person wishing to own a dog within the boundaries of the municipal areas must submit a written or electronic application to the department on the approved form for obtaining a license to own, enclosing the following documents:

A- A valid certificate for the health of the dog (rabies vaccination).

B – A form without objection to the approval and signatures of the property neighbors.

Article 5: A- A person wishing to obtain a license to own a dog must provide conditions for dog care, including:

1- A shelter, and the dimensions of the shelter should be as follows:

• Length is greater than that of a dog by 25%

Width is greater than dog length by 10%.

• Height not less than one meter

2- Necessary dishes for food and drink.

B – There should be no complaint of health concern or coercion against the dog from neighbors that has been proven true.

Article 6: The procedures for obtaining a dog ownership license are as follows:

1- The working team of the department verifies the conditions defined in article (5) of this sub-legal act.

2- The license applicant must pay the fee set for the services.

3- After fulfilling all the required conditions, the department issues the license for keeping the dog.

Article 7: Notwithstanding Article (3) of this system, any person visiting trust zones may visit temporarily, accompanied by his dog, and may keep the dog in his possession for a period not exceeding that fifteen days without the dog. being licensed in accordance with the provisions of this system Provided that the dog has a valid vaccination certificate and provides a suitable shelter for the dog that does not provide inconvenience or harm to citizens and that meets the animal welfare requirements and that remains tightly bound when in a public place within the boundaries of areas of trust.

Article 8: – The Trust collects from the dog licensing applicant an amount of twenty non-refundable dinars in exchange for service fees for each ownership license issued in accordance with the provisions of this system.

Article 9: – A – The purchase license issued according to the provisions of this system expires on the expiration date of the rabies vaccination given to the dog.

b – The dog owner must renew the permit for keeping it within seven days from the date of its expiration.

C – In case the purchase license is not renewed within the period mentioned in paragraph (B) of this article, the Department addresses the competent authority for sequestration of the dog and its delivery to the Department.

d – The Department deposits the dog in its care centers and obliges the dog owners for all expenses incurred in it and referred to in Article (15) of this system.

Article 10: – The Department may refuse to grant any person a license to own a dog within the boundaries of the Greater Amman Municipality in the following two cases:

1 – If the dog is wild and poses a risk to public safety.

2 – If the person requesting a license violates the conditions set out in Articles (4) and (5) of this law.

Article 11: – If a complaint is made against the dog for causing concern or for causing health concern and it is proved to be true, then the provisions of the system of prevention of wrongdoing and waste collection fees apply within the limits of the Municipality of Aman i Madh Nr. (… ..) for the year (2021).

Article 12: The Department may withdraw the purchase license in any of the following cases:

1 – If the dog owner violates the necessary conditions to care for the animal.

2- If the dog owner abandons him.

3 – If the complaint referred to in Article (11) of this system is repeated and has not been corrected by the dog owner.

Article 13: If the department refuses to issue a license to keep any dog ​​in accordance with the provisions of Article (10) or withdraws the license to keep in accordance with the provisions of Article (12) of this system, the dog owner must deposit it in the care center of the Secretariat within four days. Upon its filing, it addresses the competent body to seize the dog and deposit it in the care centers of the secretariat.

Article 14: Through inspection visits of department employees within the boundaries of the secretariat areas.

A- If a dog is located within the boundaries of trust zones and outside the licensed country, and has no collar around its neck, then it is considered a stray dog.

b- If a dog is located within the boundaries of trust zones and outside the licensed country with a collar on the neck, it is stopped by the competent employee and placed in care centers and treated according to the provisions of Article (15). of this system.

C – If the dog causes a health obligation (leaving feces) while walking or being taken outside the boundaries of its shelters, the provisions of the law for the prevention of wrongdoing no. (… ..) for the year (2021). .

Article 15: A- A dog owner who has deposited his dog is entitled to care centers affiliated with the secretariat in accordance with the provisions of paragraph (d) of Article (9), Article (13) and paragraph (b) of Article (14) or which is prohibited under points (d) and (e) and (f) of Article (16) of this system, to recover it within four days after the correction of his condition and payment of expenses incurred by him , in the amount of ten dinars for each day and he has no right to claim it after this deadline.

b- The Secretariat will not receive any material or moral compensation, regardless of its source, if the dog was exposed to death during the period of isolation.

Article 16: Notwithstanding any other legislation in the department, lock the licensed dog in the care center or contact the competent authority to coordinate or seek its assistance in dealing with that dog in each of the following cases:

(a) Insulting or causing harm to a person.

b- If there is a suspicion of rage / rage.

c- Harassment of any of the other animals.

D – Poor dog care.

e- Do not close the muzzle or restrain the dog properly to control it while walking or to take it out of its shelter.

f- Lack of means to dispose of dog feces while they are outside their shelters.

Article 17: – Dogs or dogs that are imprisoned in accordance with paragraphs (a), (b) and (c) of Article (16) of this system shall be treated with death.

Article 18: A fine of not less than 50 and not more than 500 dinars is imposed on anyone who keeps a dog that commits one of the following violations:

A – He owns a dog within the boundaries of trust zones and is not licensed.

b- Not to close the mouth or restrain the dog in the right way to control it while walking or to take it out of its shelter.

C- Any dog ​​that has a dog, whose dog causes the licking of any of the other animals.

d- Does not provide the necessary tools to dispose of dog feces while they are outside their shelters.

E. Any person who visits trust zones temporarily, accompanied by his dog, and keeps the dog in his possession for a period of more than fifteen days without being licensed.

F- Failure to renew the purchase license within the deadline mentioned in point (b) of article (9) of this system.

K- Non-deposit of dog owners in the care centers of the Secretariat according to article (13) of this system.

Article 19: It is punished with a fine of not less than 50 and not more than 500 dinars with a fine from one week to one month or both. both.

A- His dog bites a person or causes harm to him.

B – causing poor dog care.

Article 20: – Any violation of the provisions of this system or instructions issued under it, for which no penalty is provided, the perpetrator shall be punished by a fine of not less than (50) dinars and not more than (500) dinars.

Article 21: The court of the secretariat has jurisdiction to review any violation of the provisions of this sub-legal act.

Article 22: The Secretary or the Board may issue any necessary instructions for the implementation of the provisions of this system when necessary.

Article 23: Dog licensing and supervision system within the boundaries of the Municipality of Aman e Madh Nr. (154) of 2016 issued in the Law on Municipalities will be repealed.
